I thought films before 1923 were PD only if they are made in the US...?

My understanding is that all films made before 1923 are PD.

Waxworks or Das Wachsfigurenkabinett was released in 1924. It was Gatted. See this post.

OK, the reason I asked was because the two tapes were sitting right next to each other on the shelf.
